Eoc & Data Center – Hvac Improvements South Florida Water Management District (Sfwmd)

METCO was tasked by SFWMD to provide Study and Design for the following upgrade/improvements to the new Emergency Operations Center (EOC) Chiller and replacement of two CRAC unit condensing units (CAC-1 and 2).

 

  • New 156-ton Chiller Units, two (2) new Condenser Units, three (3) new Recirculating Pumps and associated mechanical piping as required.
  • Electrical System modifications required to support the new equipment. Design includes VFD system for pumps, new electrical distribution panels to feed the new chiller and condenser units, and relocation of existing electrical equipment to create additional space to install new equipment.
  • New Instrumentation devices required for monitoring and control of new Chiller System in tandem with the existing.
  • Control system modifications for automatic control of chiller system and remote monitoring of new equipment by interfacing with the existing ‘Siemens’ building management system.
  • Very limited space constraints within the existing chiller room along with SFWMD’s stringent requirement of “No disruption to the Data Center Operations” were some of the major considerations in the design of these improvements.

Stantec was retained by MDWASD to provide Design Services related to Consent Decree Projects at all three Wastewater Treatment Plants (Central, South and North District). METCO, as one of the subconsultants, is responsible for developing Design Report and Detailed Design Documents related to Electrical, I&C and HVAC system improvements in various process areas at these Wastewater Treatment Plants. 

As part of the Master Contract for the Program, METCO was tasked to develop Preliminary Design Task Memorandum, Detailed Design Documents and Construction Assistance Services for major Electrical, and I&C improvements associated to the Digesters and Control Buildings at South District WWTP of WASD.

METCO was responsible to provide the above services for the following key project elements:

  • Renovation of digester systems for Clusters 1 and 2.
  • Removal and replacement of all mechanical and electrical systems within the existing control buildings.
  • Renovation of the digester gas system.
  • Replacement of the existing digester mixing systems with pump mix systems for each digester.
  • New digester heating systems.
  • Replacement of existing floating covers with new floating covers.
  • Sludge transfer using dedicated new transfer pumps for each cluster.
  • New climate controlled electrical rooms to be located within each of the existing control buildings.
  • Four new acid phase pretreatment tanks.
  • Control and equipment building for the two new acid phase pretreatment tanks.
  • Replacement or upgrade of ventilation, plumbing and fire protection systems.

METCO was responsible to provide the above services for the following key project elements:

  • Design the new Electrical Room to house all major power and control equipment
  • Replace and upgrade existing Medium Voltage - (5kV) Power Supply Equipment, for Effluent Pumps 1 through 6, including substation transformers and associated switchgear.
  • Replace and upgrade existing MV (5kV) motors starting equipment for Effluent Pumps 1 through 6, consisting of Medium Voltage VFDs with bypass contactors and all associated control and monitoring equipment
  • Replace six (6) 700 HP- MV Pump Motors with VFD-ready type motors
  • Replace and upgrade the Low Voltage (480V) switchgear/MCCs, control and monitoring equipment related to Effluent Pumps.

The insufficient and inaccurate information on the existing primary cable duct bank routing and WASD requirements of minimum level of power outage to Pump Station were some of the challenges METCO was required to incorporate in the design documents.

  • Replace and upgrade existing Medium Voltage - (5kV) Power Supply Equipment, for Effluent Pumps 1 through 6, including transformers and associated switchgear.
  • Replace and upgrade existing eight (8) – 5 KV motor starting equipment for Effluent Pumps 1 through 8, consisting of Medium Voltage VFDs with bypass contactors and all associated control and monitoring equipment
  • Replace eight (8) 900 HP- MV Pump Motors with VFD-ready type motors
  • Replace and upgrade the Low Voltage (480V) switchgear/MCCs, control and monitoring equipment related to Effluent Pumps 1 through 6.

Improvements To Fine Bubble Aeration Basin Conversion At North Regional Wastewater Treatment Plant, Broward County

The North Regional Wastewater Treatment Plant (NRWWTP) has 20 basins arranged in five modules. Two of the modules are equipped with fine bubble aeration systems (Module E constructed new and Module C retrofitted from mechanical aeration in 2004). The remaining three modules (A, B, and D) are equipped with the original mechanical aerators. 

METCO was responsible to provide services for the Electrical, HVAC, Plumbing and Fire Protection System related improvements to the North Regional Wastewater Treatment Plant (NRWWTP). The project intent was to convert the existing mechanical aeration system into Fine Bubble Aeration System.

METCO was tasked to provide Design and Construction Engineering Services for the following major project elements:

  • Removal of existing mechanical surface aerators in Four (4) Modules
  • Replacement with full bottom, three zone fine bubble diffusers
  • Electrical and HVAC design for the new electrical building to house Medium Voltage Switchgear, MV Soft starters, and 480V Load Centers.
